To evolve pokemon that use Happiness to evolve, the evolution is made by a random generator. When you acquire such a pokemon, the Random Generator will determine how many levels it will take to evolve the pokemon.

For example, If you acquire a Roilu, a random number generator will determine the level that it evolves. So, if the generator rolls out a 7, Roilu will evolve at level 7.
